I have some footage in 4:3 and some in 16:9 from a Sharp Pro DV cam. I want to crop the 4:3 footage so all is 16:9 letterbox in Premiere.

Cropping 4:3 to 16:9

To crop it so that it's 16:9 anamorphic, you could use the crop effect, and select 13 for the top and 13 for the bottom (I find this way works best for me). If you'd like to keep more of the top of the image, you could change the crop settings to 6 top, 20 bottom, etc, etc.
