you can create different users on each router, and you dont have to pay $5995. use the command 'username' and go from there. there are different levels of access, using the 'privilage' command in the same line as the username line. I believe 'priv 7' is the highest you can go without letting the user go into config mode (not sure about that), and I know priv 15 is complete access, and you log in in exec mode. unless you want to manage users from a central location, you dont need any extra software.
