enable file and print sharing then on that folder you will be able to share it as full, read only and there you can put passwords on it. If you don't want someone to access the folder locally you will have to get a 3rd party software that would allow you to do this.

That will only work if you are trying to access the folder from another computer on a network. You can't just change the sharing on that computer, to stop people from accessing that folder on that computer.

You can use it to password protect files and folders. A tip if you use it: if you unprotect a folder and it won't open just close windows explorer and reopen it and then it'll open. And DON'T FORGET THE PASSWORD!
You could also try Magic Folders or Encrypted Magic Folders but they're not free.
