Creating new mailbox w/o associated Windows account?

I need to create a mailbox without an associated Windows account.

When we were on Exchange 5.5 I would do this then give user accounts permissions to the store. For example, HR needed a Jobs mailbox (we don't have any Jobs user accounts)so I created the Jobs mailbox, didn't associate the mailbox to a user account, then gave all applicable users in the HR dept. rights to the mailbox. These users could then load this mailbox in Outlook in addition to their personal mailboxes.

How can I do this in Exchange 2003 since the only way I am able to create a mailbox is by adding one to a user account in AD?

create account and then choose who has rights to it under AD users and computers select the user/mailbox and go properties and then choose the tab exchange advanced and then mailbox rights
