Creating folders in user exchange 2003 accounts

I have a list of users here on my e2003 server that need a additional folder added to thier account. i dont want to create a public folder i want to add these folders to each individual account. is this possible? im thinking otherwise but kudos to someone with info....

i also want to do this totally from the back end server side using a exchange admin account with perms to these accounts that need the aditional folder. i do not want to log into each account to do this.
