Creating an unchangable frame on a page with DW4?

hi!

I would like to know how to make a frame with some interactive buttons, so that when a user clicks on a link in the frame, frame on the left stays but just the page on the right or in the middle changes, so the link does no affect on the frame. I hope I made some sense.

There is a property in html call as target

ie you can set the target frame that you want to change the content of
in dreamwever when you specify a link there is a small dropdown list called as target below the text area where the link comes write the frame name that you want into box or if it is there on the list then select it
