Creating Add-ins for Access 2003 1

I have looked everywhere, but cannot find out how you go about developing add-ins for Access 2003.

The only relevant thing i found was about developing add-ins for A97.

Can anyone point me in the right direction; do i need visual studio,

Is it refered to as developer extensions now?
