creating a trust between 2 domains

We are unable to create a trust between 2 pdc's in our WAN. Gives error: unable to contact the domain controller for the domain
Please help as the 2 Exchange servers cannot deliver email for days now

sounds like they can resolve netbios name

verify wins or lmhost etc

on first server
type net use \\otherserver\ipc$ /user:administrator password

i imaging it will say error 53 or something network path not found -
