Creating a Help File for Access with pop-up text & hot spots 1

I have created a help file on a form in an application I have designed. The end user presses F1 to view help.

However, I am having difficulting in know where to store hotspots - I have instructions on how to create pop-up text but what file do I place it in?

In the access developers edition tools there is a help file creator and instructions. I have not looked at this in great detail but it does look quite complicated.
