Creating a complete drill-down report

I am creating a report which is grouped by State, County, City, and Store Number. What the report users would like is to see the State sales totals initially, and be able to drill-down and print out reports for County sales totals, City sales totals, and Store Number totals. With drill-down, they can only print out one County, one City, or one Store Number at a time. Is there some way to use Crystal Reports to view all County totals, all State totals, or all Store Number totals at a time?

Use parameters to control how the report is grouped.
Parameter --> Formula --> Group

view, e-mail, export, burst, distribute, and schedule Crystal Reports.
 
Another option is to use On Demand subreports. The user would click on the subreport with the desired layout in order to see/print it.

Thank you for your ideas. Subreports won't work for me, since the report will be interacting with software that doesn't support subreports in Crystal Reports. I am interested in your formula grouping ideas. What would you suggest for a grouping formula?
