Created new context users unable to use printers/server volumes

I just created a new context in an existing tree. I added several printers/printer queues/print servers and users in the same context. The users can not map any volumes on the server (I gave the context rights to a server volume - which is in another context) nor get access to any of the printers. I moved one of the users to another context (non server) and all worked fine. I have double checked everything I can think of and both contexts look the same. I know I am missing something, is there a rule you can't have 111 as a context?
 
cant thing of any reason why 111 isnt a valid context - all be it a bit strange

when you move a user the rights they have will stay with them - ie to there home dirs etc

is your ds all in sync
is this context in a different nds partition ?
 
I ran DSRepair to verify that everything was okay. I have no home directories so I am not sure of that. There is only one partition.
 
STUPID mistake - I didn't have any licenses in the context. Added licenses, works fine!!!!
