Create Time Schedule Graph

I would like to create a time schedule chart (bar chart), in which I would display the employee schedules for a given work day. Each bar would represent an employee on the schedule. The bar would begin at the start time of the employee and have a length of total hours worked. The y axis would contain the employeeid, the x axis the start time, and then show the total hours worked. Unfortunately it's not starting the bar chart at the start time, it's starting it at the axis. Sorry if this is a bit confusing.
 
It is a bit confusing without a dataset.

Maybe it's a chart type issue.

Numeric axis bar chart. This chart type will treat the "On Change Of" as the x-axis coordinate. Use the "Grid" dialog on the "Chart Options" right-click menu to customize the formatting of the x-axis.

If this doesn't help, might be good to list a small sample dataset for everyone to see.

You could try a gantt, on change of 'empid', with values of starttime and end time.
