Create public folders in exchange using VB.net

Hello, Is it possible to create public folders using vb.net or vbscript? I've been trying to use cdo without any luck.

Yes, cdo is a bit limited, but webdav should be able to do it and the probably the outlook object library but that one is very, very unstable.
