Create local user on client with AD group policies

I have a W2k server installed and a test client. I have a DNS server created on the W2k server when I first promoted the Dc. The W2k DNS server is the primary server on the client. The few group policies that I have created come across the wire with no problems. Here is my dillema, I want the users i create to also be created on the client machine. I go into default domain group policy and change the "computer configuration|windows settings|security settings|local policies|user rights assignment|log on locally" and added a combination of Administrator, administrators, authenticated users, users, domain admin, domain users. What i want to accomplish is that if the Dc goes down at least the user can still log in. The policy does create a profile on the workstation under "documents and settings". When I go to the local machine and manage it i do not see the user under "local users and groups|users". I also can not log onto the client locally with one of my AD created users.
