Create a new network connection

Is there a way to create, by using VBScript, a new VPN network connection on a user's XP SP2 machine?
If there is a way, anyone have some sample code? I can't seem to find
samples on how to do this.

I just need to be able to create new Network Connection, say L2TP VPN connection.
