Without CP Reporter, is there an option in the Menu's to
see what Licences/Seats are or have been used?

I can't seem to find an option to show this on the CallPilot Manager/Rls.3/703t?

Log into CP manager then under System select server settings, Then change the drop down menu to resources. This will show you used and available seats
