coverage after forward

We have an S8700 in our main office and an S8400 at another location. We use remote call fowarding, and forward some exts. to their cellphone. In our office the system is set to take the call back and put it in the user's desk voicemail. (by setting coverage after forwarding to yes)

in office 2, the coverage after forwarding says yes, but it is not taking the call back. I even changed the user parameter to y, rather than s for system and still the call ends up in the user's cell phone after so many rings. (coverage path is set for less rings and works fine at the other office)

any ideas? is a setting different for 8400 vs. 8700?

no, we don't have enough licenses to do it that way.
 
s8400 and s8700 if they are the same CM versions and programmed the same, they will work the same.

change system-parameters coverage-forwarding page 1 and page 2

make sure both servers are the same for this and the cover path programming, and cor, cos have same options for stations and trunks involved in the calls.
