Could send email but not receive..

Hi All,

I have a Windows 2000 Server SP4 and I installed Exchange 2003. I could send emails but can not receive any emails.

When someone tries to reply back or send me a email it
returns this error:

Sorry. Although I'm listed as a best-preference MX or A for that host, it isn't in my control/locals file,
so I don't treat it as local. (#5.4.6)

I have look everywhere for a solution. Can someone out there help me? Thank you for your help in advance.
