There are alot of post out on the internet talking about permissions to correct this error. I found what finally worked for me on my Citrix box was to use the:
'MS Access Workgroup Administrator' Shortcut and create a new MDW file. I used Admin as the User Name.
Save it is the same location with a new name and you should be good.
\Progam Files\Common Files\System
The registry key
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Office\9.0\Access\Jet\4.0\Engines\SystemDB should end up pointing to the new file
