Could not start FPT Publishing Service

Hello. I have a Win 2000 server that runs IIS and FTP. The FTP Publishing service is set to startup automatically however it doesn't. When I try to start it manually I receive the following error:

Could not start the FTP Publishing Service service on Local Computer.

Error: 2148073487
Object already exists.

I looked and couldn't find another FTP service. In the task manager I did see inetinfo.exe running already which is the executable that the FTP service had in its path. When I tried ending the process it said that the access was denied.

Any suggestions as to why this would be happening?
