Corrupt Windows Installer

yes , it is really ennoying , you can find the right article at the technet , I have at my office ,
send me an e-mail here alexbest@bezeqint.net , and I'll send you the article .
in a couple words , there is no way to really uninstall it , you need to stop the service, delete 3-5 files ,
and then install the msiw.exe file which is the win installer , installing it over those files without deleting them first , won't work ... had this problem some weeks ago ...
write me if you won't find the article..
