Copying an Image and Backround

You haven't told us what version of PSP you are running, but,
you'll have to use the lasso tool also known as Freehand Selection, and select around the logo.
Once you've got the logo selection, you can then copy it.

Unless your background is a solid color or or a range of colors very close to each other in terms of value(Say green, lighter green, maybe some yellow) and very different to the piece you want to cut out, in which case you could use the magic wand to select it all. Setting its tolerance somewhat high so it covers everything.
for a smoother selection, You can try setting the Freehand Selection mode to Edge Seeker, or Smart Edge. Zoom into the border, and just click very short intervals trying to stay as close to the figure as you can.
