Can I copy or export a group I setup from one pc to another?

Well, you can copy the personal NAB to another PC, open it in Notes and copy group/contact documents to the other PCs local NAB.
Or, you could export the groups into a text file and reimport them elsewhere - but that might be a bit more messy than it should be. Exporting data reliably involves several steps : exporting from Notes into a 1-2-3 worksheet, opening that with Excel, saving from Excel to a comma-seperated text file, then importing that file into Notes. Along the way, you'll need to recover field names from the design of the personal NAB in order to import correctly again.

If several people are supposed to use the group, then there is a business case for it - which should justify creating the group in the server NAB. That has two advantages : first, it makes the group available to all, second, it centralises updating in only one copy.
