Your temperatures are a dead givaway for bad heatsink cooler performance, with nearly 20C differance between CPU and case temps, clearly indicating dramatic improvement is possible with a better performing cooler.
I find as a general rule if the cooler is doing a good job differances between these two figures are less than 10 degrees C.
That would bring your CPU down under 50C and about right for an XP2.0+
Thermal fans are not going to improve your figures, if anything they may be worse, these fans are designed to speed up the hotter the air temp gets but are no more powerful than standard units infact generally they have a low CFM rating.
They are ideal for those of us who want to keep the noise down because when idling they are extremely quiet.
A cheap/quiet replacent heatsink/fan unit would be Arctic Coolers Copper Silent 2 at around $17?? £10UK with better than OEM performance at under 20db.
