cookies vs temporary internet files

Hello...what is the difference between the cookies in the cookies folder and cookies in the temporary internet folder. If I delete the cookies in the cookies folder, the same file in the temp folder stays there. Do I have to delete both of them to remove the cookie? I am attempting to do this in VB...
