Cookies required, testing for them in 4.3.4

I haven't done a lot with cookies since php 4.2.

What is the current method to test if cookies are enabled on the browser given the existence of $_COOKIES?? I am using sessions that require a cookie for the SSID - I'm disabling the auto-ssid feature.

The only way to test is to use a script to set a cookie, then another script to test whether the browser sent that cookie back.
