Convertor between PS2 and DB9

Hello, I just read in a mouse manual that this mouse (with a PS2 connector) couldnt be connected to a DB9 connector.
When can I use a converter to connect a mouse with a PS2 connector to a DB9 connector?

If you want to use your PS2 mouse on a PC without a PS2 connector - you'd use the converter & connect it to the 9-pin (DB9) port. One by one, the penguins steal my sanity. X-)

 
Yes I know but I had a muse manual here which sad that this mouse could not be connected to a DB9 connector through a converter. My question is:
When can I use a converter to connect a mouse with a PS2 connector to a DB9 port and when cant I use one?
 
OK - sorry :-(

I know that most PS2 'wheelie' mice don't work very well on the serial port (though not all). Is is a wheelie mouse? One by one, the penguins steal my sanity. X-)

 
Yes it is. What can happen if I connect it to the serial port?
 
If you try to connect it with the adapter the OS probably won't recognize there is a mouse installed
