Converting files from JPEG to ECS format

I'm looking for a plug-in for Photoshop (or better yet, a stand-alone utility) for converting files from JPEG to ECS format. Does anyone know of utility which does this?

I have to admit, I've never even heard of ECS format, and a quick search in wotsit.org shows up nothing relevent. What programs use it?
