converting fat to fat 32 with win98 converter

i am trying to convert my hard drive to fat32 using the win98 converter. my drive is 4.2gb partitioned into two drives 2.1gb each. i want to convert both to fat32. when i select the converter and run the first step, the one where is checks to see if any applications might not be compatible, it just runs and runs......i have mcafee running in the background but i was told it shouldn't interfere. can anyone suggest what i am doing wrong or some ideas to get by this hurdle?

the best recommendation for ANY type of conversion like this, is to disable ALL TSR's... press CTRL+ALT+DEL and end task EVERYTHING but Explorer and Systray... it should complete then...
