I believe I understand why you think it's a bad idea, but isn't the gist of this thread precisely why it should be done? It's getting harder and harder to maintain old code, and those in the field who are expert are fast approaching retirement.
Also, there may be other good reasons for the change, e.g. performance. I surmise that on average PL/SQL will out-perform other third-party languages, especially with recent things like native compilation.
As an aside, I too would like to get on a different train ASAP - sigh.
