This is by design. The button reads "convert quote" not "generate new order from quote".
For the most part, the only difference is that the order type changes from "Q" to "O". You can however see the fields "orig_ord_type" and "orig_ord_no" which will be populated with "Q" and the original quote number, respectively.
From this data, you can write a crystal report to find the orders that were at one time quotes, but as far as the ability to look at the "original" there is none. There is nothing to stop the user from adding, changing or deleting line items, dates, costs and prices, terms, etc.
This MAY be available in the Quoting and Estimating module, but I do not know.
