Controlling what programs are used.

Having installed Windows 2000 onto my system I now want to control what software each user has available to them.

What is the easiest way to achieve this? Please remember I am new to Windows 2000 and finding my way around.

Lastly, I have has my system scanned at and it was found that my RestrictAnonymous = 1. It was recommended that this was set to 2 for maximum security. My question is, is this necessary and if so where can I find it to change this value. Would there be any impact on changing this value.
