Controlling web links in Outlook 2000 Preview Pane?

My company uses a secure server to control web surfing. In OL 2000 any imbedded web link or image causes a userid/password box to pop up when the message appears in Preview Pane (or of course if it is opened). On my copy of OL 2002 this does not happen. If IE is not open and logged it, only a place holder appears in Preview Pane, no login box appears. If IE is logged in, the images/links appear in Preview. Is there any way to duplicate this behavior in OL 2000? That constant nagging popup box is real annoying. Not only that, but a bug in the password server won't accept valid userid's from a Preview Pane popup, you have to have IE open first so we have to cancel every link in any email message.

Do you have IE set to "Never dial a connection" that should keep the box from appearing.

"Never Dial" is not really an issue, we are LAN connected over a T1. The Outlook clients are set up Corporate and Workgroups mode connected to an Exchange Server. The popup dialog is coming from the Cisco Secure password server because some web link in the email is attempting to connect to the Internet in Preview Pane. But it only happens in OL 2000. OL 2002 somehow prevents the link from activating in Preview.
The problem is because Cisco Secure times out the Internet link is IE is not active for 30 minutes, then an email shows up and creates all of the failed logons.
