Controlling Rights to Delete from the Recover Deleted

Is there a way to restrict users from deleting from the Recover Deleted folder, so deleted emails can still be recovered?

The owner of a mailbox is going to have full control permissions on the mailbox, this is by design.

It sounds like what you really want is journaling.
