Controlling external access to the web via policy editor

Is there a hive that can be attached to config.pol which will give control of Internet Explorer via policy editor?

We use Internet Explorer to view internal procedural docs and therefor cannot completely block access to IE, but we do want to control who has access to the Internet and since we are already running policies, I wondered if there were any add-ons for the policy editor whch will limit use of IE.

Any suggestions ?

Not sure if you can do it through a policy or not. I believe that most people control access to the internet through their proxy server and/or firewall software. That way you can limit internet access to only the PC's that require it. And, you don't need to configure it on each PC.
 
You can block which sites/files they can viw using the Content advisor in IE ?

Or I imagine removing DNS IP's from the workstations work be a botch attempt but would work.
