controlling dhcp

I would like to change from static assignment to dhcp. My question is this: the goal is not to allow someone to utilize the network without my knowledge. so with dhcp, is there a way to control or permit when a computer can access the network, instead of anyone being able to just plug in and go?

i went to a hotel where when you plugged your laptop into the room's data port and tried to access the internet, it would not allow you to until you paid for the service. after a certain amount of time, you again could not browse the internet and had to commit more money. can dhcp be configured similarly on a corporate network?

i guess i'm a control freak, but i have a mixture of paid employees and independent contractors using the network, and don't want unauthorized use, especially after the fun worms this week. thanks, joe.
