control.exe running at 98/99% of cpu usage

When I boot my WIN XP workstation and open processes, I
see control.exe running at 98/99% of cpu usage.
No virus was found on the PC.
Any ideas?

Control.exe is Control panel. On my XP Pro machine it is 8192 bytes in size and is located in C:\WINDOWS\SYSTEM.

I'd boot safe mode and scan just in case it is trying to hide itself from the antivirus scanner.
