Control + Alt + Delete is funky

when I hit Ctrl+ Alt+ Del to close a window that will not shut down etc. The task manager box flashes for an instant and then disappears just as quickly. If a program freezes I am unable to use this method to shut down.
Any Ideas to restore functionality to Task Manager?

It is a virus.

Update your definitions for your anti-virus programs and do a thorough scan of Drive C.

I know the recent Norton definitions will catch it, likely others as well.
