Control Access through Remote Policy

All,

I have a 2003 server running service pack 1.

I configured it for remote access and when I open user properties the option under dial in "Control access through Remote policy" is greyed out. Remote access does not work either.

Has anyone seen this before?

I am completly stumped.

Thanks for any help.
