Context Menu

I would like to add a item to the menu when I right click on the Start Button. Right now some of the options are "explore", "search", "properties" etc. I would to add more items there. One that I would like to add is the Device Manager.

I would like to know specifically how to add Device Manager and generally how to add any program to this menu.

It would be a lot easier to create a shortcut to devmgmt.msc, and drop and pin the shortcut to the Start menu itself.
