connectivity issue

I have an Oracle database on 9i on windows - it is up and running - I can connect via sql worksheet, OEM in standalone on that machine. It try to connect from a unix box and I can successfully tnsping the database but, when I try to connect (as sysdba) it says connected to an idle instance. I added the entry into the tnsnames file on the Unix box (hence the successful tnsping) What am I missing? :)
