Connection problem with LT Winmodem

What you need to do is check your network protocols and see if NetBEUI is installed and if it is the first in line of protocols. TCP/IP must be the first thing for your dial up. NetBEUI will slow things down. If you are not on a peer-to-peer network, remove NetBEUI.
