Connection Failure (Data Link Properties)

I had change the db.dll to db.udl.
1)Then I enter a server name.
2)When I choose the database on the server,a error show
"[DBNETLIB]", ConnectionOpen(Connect()).SQL Server does not exist or access denied." AND
3)Then another message prompt out. "Login Failed. Catalog information cannot be retrieved."

Usually I had the problem No-3 in windows 98. It will take more time to connect for the first time. It will succeed in second time if First time connection are not succeed.

But Now, I had the problem with the Problem-2. But this problem I can't connect to link to the SQL server. I can see the SQL file in network neighbourHood. Just wonder how this udl/dll file cannot link properly.

I need to find a solution/troubleshooting for this problem. Any suggestion or solutions?
