Connect two seperate call centers - 1 virtual queue?

Without something like BSR. Is there a way to queue calls to a different PBX without using some type of middlware?

Can we create an IP signalling group or something already available in the PBX?
Would like to have queued in both PBX's at the same time.
May look at using IP Agents, but was hoping for something like a virtual connection.

Is the second site running on an LSP / ESS?

Unfortunately not. They are both G3si v9.5's. Both are IP enabled with CLAN cards.
