I tried to connect a portable PC and the TV but I failed. I bought the appropriate cable wire (or I believe so) but no result. I have no idea of how to do it, if some software is needed or whatever

I can connect my PC to the TV via a video/sound cable and a special SCART adapter. The cable plugs into the video card on the PC, and the SCART adapter plugs into the TV.
The adapter has a switch for data flow direction. If I am recording, I put the switch on IN, else it goes on OUT.
I also have PowerDVD, but that is just a DVD player. If you have a laptop, they normally all have the function to switch output, so you should have no problem sending the data to the TV.
Do you have a SCART adapter with your cable ?

The cable wire has scart in the one edge and S-video in the other. I can't see switch for data flow direction so I think that i need a special scart adopter. Is that right

I cannot answer that, I am not technical enough to know about SCART adapters.
I would suppose that if there is no switch, then it should be bidirectional. However, it wouldn't hurt to ask the question where you bought the cable, or browse the documentation and see if there is a tip in there.

Pascal.
