Connect to external ISPs for POP3 and SMTP

One server with Windows 2000 Server, Exchange 2000 Server installed. It is the only server on the network. This server does not have a public internet presence. No public domain name, no static IP address. Before this server was installed, it was a peer to peer network. On the peer to peer network, Outlook (not express) was used to receive e-mail through one ISP POP3 external source and to send e-mail through another ISP SMTP external source. How do I set up Exchange 2000 Server to get mail from the external POP3 account and send mail to the external SMTP account. In other words, the ISP is the mail server from which Exchange must get and send the e-mail through.

I have set up one computer using Outlook to use Exchange 2000 Server, in the process I created a mail-box for that one user in Active Directory, and Outlook configured correctly on the client, I think, it said it did. However, I could not find where to tell his mail box, on Active Directory, to send and receive mail.
