Connect Outlook with Exchange 2003

Can anyone help me?
When I tried to set up MS Outlook and selecting Microsoft Exchange Sever for the SERVER TYPE. Put in the server name "server1", then username and when I click on "check name" I get this error message "The action could not be complete.

I have exchange in a test enviro. All servers(win 2k3) have 10.xx.xx addresses attached with an isolated switch w/o any outside internet connection.
One server is GC, second has exhange, third has outlook.
I can access my account with OWA but cannot connect to exchange via outlook.
One more thing. I can use POP3 option to connect my outlook with exchange its only the "exchange server" option that is giving me "opration could not be completed error
 
how come its a WINS issue as all servers are running 2003?
 
Cos Outlook requires both WINS and DNS to connect to Exchange during the MAPI connection.
 
I'm not aware of it using WINS. I've got thousands of Outlook 2003 clients running in a WINS-free environment. WINS is depricated and no longer needed if you're not using Win9x machines.

Reasons that Outlook won't resolve the name include the account being hidden in the GAL, DNS on the workstation not pointing at the AD DNS server, etc.

The outlook machine has static IP and it points to DNS server (which is the only DC in my enviro).

How can I resolve the issue of account being hidden in GAL?

 
Look on the Exchange Advanced tab of the account in ADUC

I checked, its not hidden. any other suggestions?
