Surely by definition, it is only possible to have one default for anything?
If you don't need IIS, then you could put tomcat on port 80.
If you need IIS but you don't mind appending :8080 on it's applications, then IIS and Tomcat could swap ports.
Assuming you need both and you don't want :8080 for either, the best (probably only) solution would be to integrate the two as described at .
