I am using netscape 7.1 on both win 2k and redhat linux 9.0 and mandrake 9.1. Whenever I try to configure a mail application, ie) evolution, kmail, lotus notes, and etc.
I always get an error stating that, the server could not be located or server is not responding. The setting in netscape mail list my incomming mail server as "imap.mail.netcenter.com" and my outgoing as "smtp.nescape.net". Can you help me or
direct me to someone that can. Thanks in advance.

Well the first question would be can you ping those dns addresses you listed. If you can't ping then you won't reach them.

If you can ping them trying adding the dns and Ip address in a host file (I don't know Linux but I assume it has a host file of some sort).

actually if you can't ping them ICMP could be blocked. Try name resoloution or telnet the the port your tring to get.
