Configuring fixed IP addresses with Cisco Secure

I need to be able to assign RAS users fixed IP addresses.
Cisco Secure looks like it should do this OK but when the user dials in they're not given any address.
Hardware is 3640 and cisco secure (on NT platform)

Any and all help would be appreciated.
